New (used) hot tub filled with water now it wont stop running

My hot tub wont stop running, it also wont let me turn it off manually,temp went up to 107 (heater element?)help

I replaced the upper control panel, and that was the problem.

Check your filtration cycle, see if it has been set for Fil 8 or Fil C. this is normally the main fault I see when I visit spa's that are overheating and not shutting off.
would not be the heater but the heat from the pump where it is running all the time, generates it's own heat (a pump can generate up to 26 degrees temp on it's own if run long enough)
if still continues then maybe a circuit board fault

if you only want cold water for washing, just select cold wash in the program settings and turn off the hot water tap
so the settings you will be looking at are --like --
tub fill ---low water medium water or high water
water temp cold or hot
rinse hot or cold , wash setting --heavy , delicates , whites , woollens etc
may not be exactly worded like that but you get the idea

My Moen Posi-Temp tub valve runs only very cold or very hot. whats wrong?

Your Moen valve is equiped with an anti-scald device (as part of the valve cartridge) which prevents someone from getting scalded by hot water if there's a sudden demand for cold water, i.e. a toilet flush, washing machine filling, etc. Fortunately Moen stands behind their products and will provide a new cartridge.

I turn off the cold water during the fill up, and then turn it back on after it has filled. I hate this washer too because of that.

I can't get the cold water to fill the tub/rinse. the hot works.

Your problem is either a clogged COLD fill valve or a bad water fill valve. Turn the water off. Remove the COLD hose from the WASHER. Check the filter screen inside the valve for sediment. If you find sediment,remove the screen and clean it. Replace the screen and turn the water back on. If you do not find sediment on the screen,replace the water valve.

Water not heating

It sounds like your inline heater has stopped working. The only way to test it is to drain the water back out, remove the inline heater, and hook power to it to see if it heats up.

If it doesn't you can get one at a discount supply house (like Home Depot or Lowes) for less than $150.

Are you sure that water fills the tub ? Close the hot water tap and check if cold water fills in, then close the cold water tap and open the hot water one and check whether hot water fills in. Let me knw with your test results.
