Sounds like a faulty relay, or a faulty Triac which is an electronic switch. Eventually it will stop responding to the double switch on.

A capacitor in the vertical circuit is taking time to build up a charge, and allow the vertical circuit to function properly. If you can get a schematic, you might be able to find it and change it out. It will be an electrolytic capacitor, shaped like a round barrel, and they are inexpensive, but you have to disassemble the whole unit to get them changed out.
I would live with it, unless you're very adept at electronics.
I could work for years like this, until it finally gives out.

In other words, your TV is in dead condition now. Check for any blown up fuse on its main power regulator board. You must have to open the TV to access it.
