If the exhaust is smoky turn the needle valve marked with an H in (clockwise) about 1/8 of a turn. If not turn it out 1/8. If the fuel in it is older than a month Dump it out and start with fresh fuel before adjusting the needle valve.
If you need to clean the filter, remove it from the fuel tank and blow compressed air into it, otherwise you may have to do the following:

Sometimes you can get by with priming it a few times, and letting it run a few times like that and it will flush the gunk out of the jets, but most of the time you will need to rebuild the carburetor. If the mower is over a couple years old, then I also recommend that you buy and install a new carburetor repair kit, because the diaphragm will get hard and that will cause it to be hard to crank. When you clean your carburetor and remove the jet screws, count the number of turns it takes to seat the jets from their original position. There are no "efco" chain sharpeners at Northern Tool or at efcopower.com. There is a Chinese made grinder with the Northern Tool name on it. It is a lessor quality copy of an Oregon model 511A.
