There is usally a rod that travels under handle to carb. Could be a cable if its a top line saw. If you are having problem with it take top of saw body apart and it should give you access.

Its a missing or broken spring in the handle(trigger). If you look inside the handle you should see a circular spring around the post of the trigger. This spring returns trigger to idle position. If its missing or broken the trigger won't spring back.

The trigger, lockout or trigger/lockout spring has failed of may have debris stuck in handle. remove handle cover and inspect. If parts broken follow this link for parts breakdown.

Try blocking the throttle arm on the carburetor in the wide-open position with a small stick, then deal with the trigger mechanism. In order to remove the cable from the carburetor, you need to remove the carburetor itself, then unhook the cable end at the throttle arm. Keep track of which fuel hose goes where if you do this. How do I connect throttle cable to throttle trigger?

Search for online manual, that has the diagram, showing the location the end of throttle cable at the trigger. You will have to take apart the handle assembly, to access the cable and trigger.

Throttle connections on poulan pro 210 chainsaw

The precision bent throttle connecting rod can only go in one way CORRECTLY.... if it has to be forced or bent, stop and figure out the puzzle before any damage is done.

I'd suggest placing the carb temporarily on the mounting studs on the side of the cylinder. Don't install the filter and nuts etc yet. Take the throttle rod and lay it in place this way and that way until it looks like it matches the trigger end AND the carb end. Usually the carb end has to be installed on the carb while it is removed from the engine as tightness of space won't allow moving it all over to poke it in the hole. Once it is on the carb and you are sure of the orientation, slide the carb once again over the studs and lay the throttle rod by the trigger.

You need about three hands to hold the trigger, trigger lock, trigger return spring and the handle together while you figure out how to snap in the top of the handle and start a screw under the handle.

Remove the air cleaner and watch the throttle arm on the carburetor while operating the throttle trigger--suspect that the trigger assembly has acquired sawdust and dirt sufficient to limit proper travel of the trigger mechanism. Careful notes as you dis-assemble the trigger will help get it back together properly. There is little except proper maintenance to prevent debris accumulation in the trigger mechanism. Note: air leakage behind the carburetor can also cause high idle speeds--make sure the carburetor is fastened securely and that there are no flaws in the gaskets and heat insulator located behind the carburetor. Excess uncontrolled speed is either a severe air leak between the carburetor and the cylinder, or the throttle mechanism is jammed by something--usually the trigger assembly is full of sawdust or dirt. Remove the air cleaner from the carburetor so that you can observe the short throttle arm on the carburetor. Pull the trigger and release--the arm should move to the full throttle limit projection on the carburetor body, then fall back to the idle speed screw when released. If it hangs in between either position and nothing around the carburetor is causing such (such as a damaged return spring at the arm), then open the trigger mechanism in the handle and clean out any debris. Make sure to note the position of all parts. If nothing appears to be amiss, then try to move the carburetor body--any apparent movement should be investigated. Some saws use a rubber isolation device that prevents vibrating the carburetor during operation, and these sometimes will crack the rubber sleeve or seals causing excess air leakage. If damaged in any way, replace it. Other problems could include a broken screw holding the carburetor in place. Hope some of this helps!
