Clarion NX 513 is a Japanese Model. I want to change language to english and upload europe maps.
You would need a frequency converter

go to BIOS setup then press the left arrow keys 2x then press down arrow key2x. then press enter key. you can select the language there.

look in the main menu of the Clarion ..and reset it to the factory setting s...and after that try to pair them again ..if it do not have a reset feature..try to disconnect from the power source ..but keep in mind that these days they have security codes..and if you do not set it or know it ..I would think twice about doing it ..(in case it is a second hand and had a previous owner )

This unit comes from Clarion preloaded with the maps of the region it was purchased in. These maps are stored in flash memory within the unit and and the maps themselves cannot be removed.
There are currently no official update maps for other regions that can be used in a unit that was purchased with preloaded maps of one particular region. Officially your unit can only be used in USA and Canada for navigation at present.
however, it is possible that these regional maps will become available to download eventually from Clarion to be used via the SD card slot. There is one company that already offers regional country maps which can be used via SD card for the NX 700E which is the european version of your unit.
It is not entirely clear whether this program will work only with the european NX 700E or whether it will also work with the USA NX 700.
For this reason, I suggest you make contact with the Naviextras support team to clarify this BEFORE downloading or attempting to use this product. The link for their support team is here.
