Do you disengage the flywheel clutch to wind a bobbin?
If you have tried it following instructions in manual carefully, and it won't wind, then it could be that the bobbin winder rubber has perished/failed and needs replacing. You may find parts for this on www.whitesewingcentre.com, www.sewingpartsonline.com or another of the parts websites.
Or take it to a service tech and ask them to quote repairing this part.

The reverse is located in the middle of the stitch length dial, you press in the button whilst you reverse.
When threading up any sewing machine make sure the foot is 'up' as this opens the tension disks and the thread goes between. when you lower the foot the discs close around the thread and add the tension.
