After consulting with the phone manufacturer I accessed voice mail and used the * key to exit voice mail. This reset the message light to operate properly.

Message Waiting Indicator Your phone's message waiting indicator is either a light or special tone that alerts you when you have voice mail.
Occasionally, the message waiting indicator may be out of sync with your mailbox. In that case, the indicator light or tone is ON but there are no messages waiting, or the indicator light or tone is OFF when there are new messages waiting.
To get the message indicator back in sync
Save or delete all new messages
Hang up.
If the message indicator does not go out or stop within a few minutes, there may be a problem, and you should contact Verizon.
If the message indicator does go out or stop, call your own number and leave a message
Hang up and wait
If the indicator light or tone does not come on within a few minutes, there may be a problem, and you should contact the vender.
That is the message waiting indicator, it is telling you that your Call Notes (Or whatever your service provider calls it's voicemail) has a message waiting. If you do not have a message waiting, you can turn the light of by following these steps:
Resetting the voice message waiting indicator
When you receive a new voice mail message, the new message LED on the top of the handset flashes and
appears in the handset display. In the event your message waiting light gets out of sync with your phone company’s
voice messaging system, you can manually reset it back to the “No messages waiting” state.
Press and hold FIND on the base for five seconds.
Note: The handsets connected to the base will start to beep, however, keep pressing for five seconds.
A beep sounds and the message alert tone is reset.

This would be a problem with the system's programming and not a phone. You either have someone at the company that can administer the system or you pay an installation for programming changes.
