I have a Strata CTX, DKT3010-SD. We purchased these telephones used. Could there be a code programed in phone that pevents us from dialing 911. When I dialed 911 the display said "conf" and a light lit up on a line where we do not have service and the line was silent. I looked in the manual (DKT3000/2000 series) I printed from the internet and tried the feature button "#911" and a recording told me "I am sorry the service you are requesting is not available on this line" It says the same message on all four of our phone lines. I did call phone company to check first and was told ALL phone lines automatically have 911 on them.
If I'm reading it right, it looks like when your dialing the 9 its accessing a pool group. Are you pressing the line button first then 911? Also did you try 9 then 911.

www.atsco.info/.../CTX%20DKT-IP%20Handset%20User%20Guide.pdf Hi please find above your user manual. Also often, well, sometimes, on the side/rear of the phone, there is a small slide switch, that is used to control the ringer, or as related hopefully the manual will show you how.
Depending on the type of Toshiba phone system, the programming steps may vary slightly but this should get you on the right track.
