The things which may cause the problem you are facing are
Substantial loss of sealed system charge (low wattage readings).
(LOCATE AND REPAIR LEAK)
Restricted capillary or drier on high side (low wattage readings while running).Will cycle on overload when unit tries to start after defrost cycle, or after having been shut-off and restriction is still present.
Defective compressor.
