This is done at the KSU from the programming station. Normally this is station 101. It depends on which system you are using to give you any more help.

There isn't on on the phone. However, certain Panasonic models of phone systems have batteries that go bad from time to time. Most noticeably the ones that were KX-T30810/61610/123210/11.
Sinse the phone can work on one of about 18 different Panasonic key systems, you'd need to be a bit more specific as to why you think you need a battery.
Reset? In the grand scheme of things you could "reset" them if you have a TA-824 or better system. Why not just program over them? It's easier. In a TA-824 or TAW-848 you go into the maintenance tool and put blank data over the top of the existing names and numbers.
I think you can press FWD and dial 0 to reset. If that doesn't work, try dialing 700+ your extension on the intercom. That should always work, no matter what system the phone is connected to.
Of course, if neither one works, please post back the model number of your SYSTEM cabinet (the white box in a closet, electrical room, back office, etc.).
Outgonig calls and the FWD/DND button are not realted. Walk up to the phone and dial 790 on the intercom. That should reset everything.
Now, try that calling out and see what it's doing. If you can dial "9" from the intercom and get an outside line, start dialing a number and see if it fails. Watch the display at all times. If it is still broken, post back.
