Check the modem dial settings, it may be set to pulse, change it to tone.

Is the phone for the house working ok? Can you hear the modem dialing out? Do you have to dial 9 first to get a line? Is the modem line the same as the house or do you have a second line? Maybe try and update the driver from the modem maker's website. You can look up system information and it may show who makes the modem. There are also additional settings you can make to the modem. Sometimes the modem can start to dial before a dial tone is on. Using a symbol can make a delay. Like "&555-1212" The "&" symbol would make a 5 second delay before starting to dial. Hope that helps.
