I put battery in circular saw and it runs for about thirty seconds and somewhat quickly dies out. this is after being on the charger for one evening.. seems like the second time I charged it the Ryobi Saw ran a little longer. does the battery have to be recharged several times to develop a memory

When it is brand new only. If charged overnight and still does not last take back to purchase place and have them test battery..then make them replace it if it is bad...:)

Do the batteries charge? Are they charged? The green indicator normally is the status signal that the battery is charged and the red indicates that the battery needs charging or is charging. If you plug in a charged battery, some chargers will flash red momentarily then go out. If both lights on the charger are flashing it is indicating you have a bad battery and the charger will not charge the battery. The charger has circuitry that tests the battery and if it 'thinks' the battery is defective it will not attempt to charge it. sound to me like you have a bad battery, a lot of ryobi batterys don't last like they should i have had the same problem, but my battery was less than a year old and i took it back and they give me a new one.
Bothights on indicates a problem with the battery. You cam try cleanibg the battery terminal with a Q-tip moistened with alcohol. Allow it to dry completly before tryin to recharge. If that doesn't work the battery may be defective or broken. If it was dropped that could cause the damage.
try pitting battery in charge and wiggle the battery a little to see if the green light comes on, sometimes the make contact and then loose it when you let go of the battery.if still same problem charger is probbly dead.
For others with the same problem (flashing red light won't go off)...make sure you FIRMLY PUSH the battery down onto the charger and engage the latches. Simply resting the battery on the charger will not work.
Just was on a website for Ryobi drills and it states that if the yellow and green light stay on for more than 15 minutes the battery is fried. Couldn't find the link but if you do a search for Ryobi Drill 18 volt you should find the same info. It was as product review from Australia I think.
I also have a problem with the charging of Ryobi batterys. They seem to charge AOK with the green light coming on but the charge does not last at all. Not sure if the problem is with the batteries on the charger.
You could try another battery if you have on(they only last for so many charges) or your charger could be bad. Try plugging it in to another outlet. Good Luck
