Look at the back of the bowl. Water is not draining completely from the toilet line to the sewage tank. If there is a 'low/little slope' section anywhere in that drain line, solids WILL settle and collect there and cause water to back-up in the toilet drain line. Then the toilet will not flush completely or at all until the 'soft blockage' is cleared out and the drain line emptied. Al 'gravity drain' toilets require a free draining/empty drain line that allows flush water to drain unrestricted. A basement toilet has a pump that 'forces' flush water up and out with enough pressure to sometimes force out the 'soft clog.'
Replace the assembly. This is common in areas with high mineral content in water. You will be glad you did. Delay too long, you may find your toilet running while you are at work .
THERE ARE LOTS OF SMALL HOLES WHERE THE WATER COMES OUT OF IN THE RIM OF THE TOILET BOWL, SOME TIMES HARD WATER BLOCKES THES AND THEY NEED TO BE CLEANED. THEY CAN BE CLEANED USING A LARGE SEWING NEEDLE, PUSHING IT INTO THE HOLE UNTIL IT FEELS A BIT BIGGER, YOU WON'T DO DAMAGE AS IT IS VERY HARD METERIAL. a AFTERWARDS TURN OFF THE WATER, AND LIFT THE VALVE AT THE BOTTOM OF THE TANK AND PUT SOME TOILET ACID INTO IT. THIS WILL ALSO HELP CLEAN THE HOLES.
Hi, Reset the fill valve so that it does not fill the tank so full....this will be easier then trying to find a different flapper that will drop down faster, which is the only other thing you can do...
Go to the hardware store and get a new flush valve flap made by Korky and install it. Your flush valve flap has worn out and allowing water to leak through.
Is the fill line in the tank loose? Does it just shoot water into the tank itself? I had this issue until I realized the while fill tube is supposed to be pushed into the black cylinder/small plastic tube in the middle of the stopper assembly. After i pushed the line into the tube, the bowl would always only fill a little bit. Now it fills almost a 3rd of the way up the bowl and doesn't bubble during flushes.
if the toilet is old or not cleaned proper, the water jets that shoot the water into the bowl might be clogged. If the jets are clogged with moldor hard water build up the toilet will not flush proper. If you can take a 3 gallon bucket of water and pour straight into the bowl and it flushes fine you have a water pressure problem as described above. the problem also might be that your water inlet system is not letting in enough water to fill the tank. If this is the problem you need to replace the water inlet mechanisim, such as a fluid master. If you use a blue water device that hangs on the side of the tank in the back of the toilet you might have a peice of it under the flapper that takes the water to the bowl when being flushed. Check under the flapper if you put cleaners in the tank.

Kind of important too; are you on a municipal sewage system or septic?
