This is a common problem often caused by the potentiometer(pot) in the centre of the Wigwag (Accelerator.) This part takes a lot of “abuse” and the pot causes an intermittent electrical connection resulting in a very jerky ride. Kay the status light flashing indicates a problem. Count the nunber of flashes and your manual should tell you what the error code means. Also check the freewheel lever and make sure it is drive position. Without knowing the number of flashes I can't tell you what the problem might be. Hope this helps

According to the charging manual ( Panasonic LUMIX DMC TZ15 Operating Instructions Manual Charging Battery ) it could be caused by dirt. I've tried to clean my charger, now it works fine. No more blinking green light, just a constant green light.
