This is usually caused by the contacts on the button being dirty. Because of built up dirt, the contacts can't, well, make contact, and so there's no L button signal. I used to think the only way to solve this was to open up the NDSL and take it apart, cleaning it.
However, I ran across a GameSpot forum post by SonOfTheSky05. Simply put, press your lips around the L-trigger and create a perfect seal, then blow a number of times. This will clear the contacts and get it working again, at least assuming that dirty contacts is your problem. Otherwise you might need a new switch.
Try it a few times, it worked for me!
Hi Dill, I know how to fix that. Is the case, plastic, Spring, or Electronic Button, or Plastic L Button broken.
You have a steel post, that is held between the upper and lower case. The L button itself has a hinge that the stell poost goes through. A spring goes in the center of the hinge. Once you mount the button aand post, you have to pry the sping arm around and let it catch and hold on a little black tab.

You need a special screwdrive called a Tri-wing. You will also need a phillips head. My Shop will charge you between $15 and $30 depending on the problem.

773-731-3270 Ask them if they have a Tri-wing screw driver to get inside a Nintendo DS lite. You can search for repair shops in your area, by Clicking on "Repair Directory" at the bottom of this screen. Check in "Video Game Consoles", and "Standard Televisions" You might find someone who will do this reasonable. My shop is a hobby, and is not intended to make a huge profit.

my nintendo ds's L butten is messed up . I bought it brand new and ever since then the L butten has been messed up.
My DS Lite has the L button looking okay but when I play my game, nothing happens.2 months ago it worked perfectly and I didn't use it much.Is it gonna cost me $$$ to fix it?
Sorry i havn't been on here in quite some time, i got a tri wing and took it apart, nothing was dirty or visibly damaged. I'm thinking i just need a new switch or button assembly. I have another ds i can use but i still would like to fix mine. Only good thing is that im gettin a psp in...4days ;P
