If you know where your phone box is where the lines enter your house you can take the cover off and see if there is a wire loose or broken.I don't know how your service provider is but several of them have seal on the boxes and get upset if you try to repair it yourself so you might want to have them send someone out to check. With most phone companies that I have worked with if it is on their side they will fix it for free but if it is on the incoming line then they will charge you. Hope this helps you some. Thank you.
The two short rings is telling you that the call is either a transfered call (answered by someone else and transfered) or answered by an auto attendant and transfered. Watch the ringing phone when the call comes in and see if the intercom LED blinks.

Red Someone else is using the line.
Flashing red fast Incoming call.
Green You’re using the line.
Flashing green Line on hold.
Flashing red Line on hold by other stations.
Flashing yellow Incoming call transfer
call conferencing, where in you will call somebody to join a current call; or
call forwarding wherein your incoming calls are re-directed to another number

There is a feature that most dealers do not activate called "Voice Mail Transfer" which transfers an incoming call to a person's (or department's) voice mail box. Forwarding calls to someone's mailbox is not possible without special programming by a certified dealer.

sounds like the phone transfer numbering is out of sync or someone thinks its funny to send there transfered calls
i would go with the lessor of 2
phone numbering extensions example=
say you want to call someone at 2430 ext. but it takes you to 2340 that would be phone interupt extention box
the phone company who installed the software should come out and make sure the extensions are to the correct offices its there service but you pay for quality service to know and see it works
to send back calls just transfer back to secretary switch board the secretary will know what to do
Press transfer then dial 9 plus the phone # you want to transfer to. If this does not work , you may be restricted in software from trunk to trunk transfer.
