One or more cells of the battery have gone bad. The technique of measuring the state of charge of the battery is VERY limited.
I would recommend letting the battery cool after charging... THEN in a day, charge it again without using it. Do this for several days and see if the battery improves. If not, time for new battery.
DO NOT discharge these batteries beyond the point where the tool starts to slow down. You will reverse charge the weakest cell from the ones still deliveing power and the reverse charge will permanently damage the weakest cell.

The batteries will not accept a charge, therefore the charger things they are full. When a battery sits for that long then they drain beyond the point of repair.

Most likely, the battery needs to be replaced. The symptom you describe would suggest this.
You can purchase a replacement battery pack for model HQ6740 at shaveroutlet.com. See link below

To change batteries you will need to remove the lotion packet cover on the back and then remove all of the screws on the back to remove the back of the case.
For easier replacement, it is sometimes suggested that you use a modified installation technique. This is to break the tabs off of the old batteries rather than unsoldering them from the circuit board. This allows the old batteries to be removed but leaves the tabs attached to the circuit board. You can then solder the tabs from the new batteries to the old existing tabs

Hi Linda. Sometimes if there is a blown fuse or faulty connector on the battery leads, the charger thinks the batteries are charged as the voltage coming out of the charger rises to the high level. Some chargers will cut out if this happens. It is probably not the charger.
Make sure the batteries are plugged in correctly, sometimes during transport they will get knocked and become disconnected.
Also make sure that the battery terminals are not loose where the wires connect to the batteries.
Good luck. Neil.
