Seat the tank well on a new wax ring and then tightnen the two bolts on the sides evenly there is a small amount of pressure but thats it. To much and you'll snap the side of the bowl. You can caulk around the edge if you want more security,less movement.
The tension on the nuts is very tricky just a feel kinda thing.
Be carefull not to over do it.

Sorry , the tank tourqe should be enough to set the tank almost to the bowl with just a small gap inbetween.
There could still be some movement but remember its gonna have water in it and your dealing with porcelin.So dont over tighten!

What I need to know is how tight to make the tank bolted onto the base...now it rocks after hand tightening the two bolts to compress the rubber seal!
