I think your run capacitor for the blower motor needs replacing.
If it goes out the motor will not develop full speed and will shut off on it's internal thermal protector. When it cools off it will kick back in until it gets hot and shuts off again.
The motor may be dragging and have to be replaced, but I would try the capacitor first.
Post back with any questions.
Thanks/Mike

Condencer runs for 20 sec then off keeps repeting after 2 or 3 min goodman central system

Seems like it trying to start and then cuts out , possibly on overload. Try the machine on fan blow only , that will check the indoor unit to see if that is working. Then try cool or heat function while listening to the machine starting. If you hear a loud humming just as the fan starts, and then it cuts out, It could be a compressor issue. Possibly the start capacitor has failed.

Fan speed wont change speeds on heat or cold cycles

Sounds like the Blower Motor Resistor. The range from 10 to 75 dollars depending on what kind of vehicle. Pretty easy to change.

Goodman package heatpump blower motor contant running

check your themostat fan mode switch to see if it in on or auto. It should be in auto. If this does not stop indoor fan motor, (it may take up to 2 minutes for the fan to stop, preprogrammed shutoff in the thermostat and fan control cards may make you think the fan has not stopped ) If this does not stop the fan the fan control board in your air handler has a green wire shorting to 24 volt signal in the theromostat wire or the contact on the blower control card is stuck and will need replaced.

Goodman heatpump fan runs, condenser wont start

Either the condenser fan has bad bearings, or it has a defective fan capacitor.
Turn off the breaker to the outside unit.
Spin the fan blade by hand.
If the fan blade spins easily and will spin a few revolutions with no problem the fan bearings are good.
If not, replace the fan motor due to bad bearings.
I am pretty sure you fan motor is bad because with a bad capacitor the fan motor will not get up to speed and may just sit and overheat.
I'm leaning toward a bad fan motor.

Just had a new 3.5 Ton Goodman GSZ13-13 SEER, heatpump installed. Its working OK in Cooling, however whe switched over to heating mode the indor unit makes a loud grumbling sound. The installer stated that...

I install them every day and I have not had one make a loud grumbling sound. Sounds like you might have a low voltage (Thermostat) wiring problem. The only thing different inside the indoors unit from heat and cool is the fan speed, electric heat when on. The fan might be loose or out of balance and it only shows up at low speeds. Either way, the noise is not normal.

Heatpump A/C not working

First,Turn on the heat cycle (Not Emergency)and see if the outside unit come on,If not,and you don't have low voltage outside,Go to the inside unit and test the transformer,If you have low voltage from the transformer but not outside,It is the low voltage wires,If you don't have low voltage from the transformer,It's the transformer. If you have low voltage outside when in heat mode, but the unit won't come on,It's the contactor.Let me know if you need more help.
