The TGA-101S isn't an answering machine, and thus doesn't have an outgoing message. Please consult the documentation for your answering machine, or else repost your question specifying the make and model of the answering machine.
With the handset in idle mode, press MENU then use up/down-arrow to select "RINGER VOLUME." Use up/down-arrow to change the ringer volume. See full details on page 30 of the manual.

Just push the menu button 5 times (different models may be a different amount of times) and it will say, leave outgoing message or record or something like that. When it beeps, start your message. When you are finished, push SET.

These phones have to totally discharge. Unplug the phone from the jack, take out your battery. Wait up to 24hours. This should set it back to factory default. Look for a reset button on your station and on your phone. It is usually the size of a pin hole. Sell what this does. If you need more help be sure to contact me. Thanks. JimmyC
You did record a message on the answerer, didn't you? Mine displayed that until I recorded the outgoing message for the answerer. You do not need any service from your phone provider. The answerer in the base unit simply records the caller's message when you don't answer after a set number of rings. The manual tells you how to name the handset, which is a nice feature if you don't wish to use "unit 1, unit 2, etc".
