It works in safe mode only.
If it is working in safe mode I assume it is safe mode with networking. In that case the wireless radio is enabled and on. When you reboot in normal mode you need to check that wireless device is enabled and the radio is in the on position. Also that the driver or software that you have controlling it starts up with windows. I always use windows wireless zero config. and can always access its service from windows service platform. I find that third party software like Linksys and belkin take too much system resources and take too long to do the same job. If you are not sure look at your task bar when it finishes booting and see if it shows the small gray antennae icon, that is windows wireless zero config...but if there is third party software controlling the card it will be there too. Shut off the third party software, go to control panel > administrator tools > Services...scroll down the list (maximize the page for better viewing) and near the bottom you will find the services that run the networking. See wireless zer config and look to the right and make sure it is set to automatically start and that the service has started....if not double click on the whole line and from the new window that pops up you can change the settings. make sure to hit apply and click on start to get the service started.
You try to format your pc
i hope i can help you
