It sounds like a break in the wire, re-wire plug and take about a inch of length off the cable. if the fault is on the iron side it will need taking to a repair shop.

Rowenta microsteam 400

You need to follow the instructions for the iron. Rowenta make a excellent iron but it's water tank and steam chamber need to be cleaned and rinsed out, say every third use depending on how much you use it. Also, allow the iron to reach FULL TEMPRATURE before you use it.

IRon heats standing but the light goes out when I set it horizontal to iron a garment. I think the cord is needing replacement but need advice.

If the iron is not moved while it is plugged
in, an internal safety switch will turn it off.
- It will turn off in 8 minutes if left vertically or
in 30 seconds if left on its soleplate or tipped
over. A red flashing light indicates that the
auto-off has been activated.

The above information is from the Rowenta DX1700 Owner's Manual. I think most, if not all Rowenta irons have the "auto off" safety feature. If your iron is going off before the 30 seconds idle time, the sensor may be defective. If you are letting it sit on the sole plate longer than 30 seconds, you may just need to work faster. ;-)

My rowena precision steam iron steam does not work

Solution for me:
I just bought a Rowenta Precision for $5.95 at Goodwill. I brought it home and it didn't work
I read about the cords and weird size screwdriver needed. It sounds like a lot of work. So what I did was push the electrical cord into the iron. it didn't seem to move but must have. The iron works perfectly now. Such a deal!

At high temp settings water leaks out of steam holes in bottom

You want to run the self-clean mode. Fill with water, then over a sink, with the iron facing down, press the self-clean button. Steam will eject, along with sediment and water deposits. You may have to repeat numerous times. The iron requires soft water, if you don't have soft water at the tap then buy bottled water at the grocery store to prevent this problem.

You can also buy a cleaning solution that you mix into the water reservoir, or you can make your own by filling the iron half-full of water then add white vinegar to the fill line, then perform the self-clean mode or steam mode over a sink.

Here is a Rowenta suggestions:

The iron is leaking.

Water: Use tap water in the iron. If tap water is hard or high in organic matter, we recommend using bottled spring water or mix tap water with distilled. Do NOT use 100% distilled water. Many softening systems may cause issues as well.
Auto-Off: If iron is equipped with auto off, you need to move iron or gently shake it an allow it to heat back up before beginning to iron.
Overuse of Burst of Steam: Allow more time between each burst of steam.

The Rowenta site does not list a manual for your older model, but here is their link:

My rowenta effective will not heat up.

This is a problem with a lot of Rowenta irons. It is the auto shut off that is not working properly and the only way to fix it is to have it disassembled and the switch hardwired to be on whenever the iron it plugged in. It is a thermal metal switch and it just stops working and then the iron will not turn on and the yellow light blinks.
