Yes, it does! If you have dropped your phone in water, completely submerging your SIM Card and Phone in rice will cause the rice to absorb the water in your phone. Your phone will work after a couple of hours of being in rice.
If there is still water in the phone, get a bowl and put some dry rice in it then the phone then cover the phone with rice and make sure it is completely covered. The rice will pull the water out of your phone. Leave it in as long as you can, preferably over night. You could also put your phone and the rice in a zip lock bag. It's more portable.
