I find this happens to me sometimes as well.
The screens are capacitive touch sensitive which means it responds to the small amount of electricity on your skin. If your fingers are damp, from sweat, high humidity, then the capacitance will not reach a level for the screen to react to.
Keep your fingers dry and keep the screen very clean and free of oils.

It may be a resistive screen rather than a capacitive screen which is not as sesitive to touch. You may need to use a stylus as it may need slight pressure vs just touch if it is a resistive screen.
The calibration is off. Go to start and then control panel. In control panel you should find an icon for ELO calibration. Click this and start the procedure. The calibration will ask for you to touch several places on the screen in little circles with bulls eyes. After this the screen should be corrrect.

Touch screens are even more expensive that straight LCD panels. This repair may cost more than the original monitor. Why do you need another panel? Is the panel cracked or is the touch screen portion not working correctly?

you probably have a capacitive screen, it only responds to finger press. You need a resistive screen to be able to respond to finger, nail, or pen press.
