As I replied earlier to your previous post, I will not repeat it all again here..
but I will add that, yes, the phone-line from the wall to the modem should be as short as possible, a maximum of 10 feet or less (although this is not the problem -IF the other computer's internet speed was fine).
Indoors, you can expect that 90 feet for the wifi to function is about maximum, in a good situation, and will only function at a reduced speed -also probably being intermittent and creating lag.
A different computer (with different WiFi modem in it) will have different range abilities also. One computer may be fine at 90 feet, one may not work very well. Try moving your new laptop close to the modem, or in a different position in your room. If moving the computer improves the speed, then move the wireless-modem closer to your room

Maximum cord length is 90 feet otherwise there is a resisitance factor that will lose its signal as you described
