On my 1998 dodge grane caravan, I drove 15 miles to a place, parked it for 6 hours. while parked it rained. when I got in the van to start it after sitting for 6 hours, it would not start. lights would come on, but not the odometer or gear indicator lights. starter would not turn over. had van towed home and van will still not start. the next morning the van started normally. could there have been enough accumulation of moisture to shut the vehicle down like that ?

No not at all. The problem may be with the anti-theft system. Sometimes in older cars, especially Dodges', the theft system starts to act up even though you put the key in the ignition. You may want to have it checked out at the dealership, shouldn't cost that much just to have it looked at.

Greg, I read your complete message, but nowhere did I see that you replaced the Cam Sensor. The EGR will cause it to stall at stops but usually will not prevent it from restarting. Running so few miles has accelerated the aging of the battery - the battery never had a chance to fully recharge in such small trips -  so now you have to replace it a year sooner than usual.
Just replace it.
