If that is a chip in the power supply unsolder all pins and get a pin out of it to test it for a short--if shorted and no short to ground at HOT replace it.
Hi I would hazard a guess at STRS6707 as these are the most popular switching regualtors, not knowing the tv make & model number makes it difficult to be abolutely sure.
Before replacing the STR, have you checked all the components related to it? When STR burns out some of the nearby components, such as zener diodes and other resistors will also get damaged. You just replace the components, especially, zener diodes, in case it does not show any fault, replace it. Connect a 100W filament type bulb in seris with the power supply, and switch on the set. This will reduce the power concumton at the begining, and we can check its heat effect also, after all are ok we can connect directly. Check the smoothing capacitor at the secondary 130VDC. In the past, my experience with Sonys is that you need to use Sony parts to successfully repair them. Also you might have a cold solder joint which creates an arc when you turn it on.
This arc will cause a "spike" which could possibly take out the regulator.
