When I messured the voltage to the fan I got 1.7V instead of 12V is the electronic board damaged? where can I get a newone?

Replace the control board, first check the relay and make sure you are getting power at the relay first then replace the control board

If the fan spins freely the problem is most likely not the fan but the 8 pin smd Mos-Fet fan speed control current amp has failed. Not difficult to replace and are a common problem with these projectors.

it is depend up on the power supply connector and it will give the output according to the smps you can do one thing try with installing other fan and see is it in perfect rotation. bye

That should work. but make sure that the voltage form the wires are DC and not AC. In addition, depending on the original fan the RPM's maybe different. If you do replace with a computer fan just make sure the flow feels reasonably good.
