Phone is saying "Please Wait"

I bought a new phone and when I pluge it in is saying "Please wait". I waited 3 days and it still saying "Please wait". Any idea?

    lol....sry unplug it for 2 mins and try again....but dont wait more than 5 mins...if still nothing return it or exchange

This is an IP phone which needs an ethernet and VOIP connection. It won't work unless it is connected to an Avaya IP Office or Small Office system.

Very easy, don't even need IMEI:

Go to the phone and enter into the dial pad:
*#197328640#[
A menu should pop up, select UMTS> Debug Screen> Phone Control> Network Lock> PERSO SHA256 OFF

At this point you will be waiting at a screen that says SHA256_OFF= Not Change. Wait for thirty seconds and hit the menu button (To the left of the home button) and select back. Wait an additional minute and reboot your phone, it should be permanently unlocked
