On page 15 under troubleshooting it says all LEDs are flashing slowly if the definition joystick has detected an out of neutral at power up mode so what you do for the comment is to release the joystick back to neutral. Hope this

Have you had the batteries load tested? How do you know the batteries are good?

A flash code of 8 indicates a computer controller problem. Check all the connections at the controller under the rear cover. A rebuild or replacement of the controller is probably necessary. Hope this helps.
The AMBER service indicator will light when an error or fault occurs. This is a yellow wrench shape. Refer to Diagnostic Codes on page 33 for a listing of the flash codes and what they indicate:
