I have had this happen to me a couple of times. Have you tried a soft reset? Pull the stylis out, next to the usb connection you will find the reset slot.
You could try pressing and holding the power button a couple of times.
There may be a physical issue with your usb port or logic board. You can get

In case it is not going into bootloader even, then it is bricked and you need to send it to HTC service center. There is nothing that can be done as the bootloader has been damaged.

One replace the battery. 2 when you get your new battery for the first time charge it for almost 24/hrs over the next week use it till its almost dead then charge it at night from about 10 or 11 at night till you wake up the next morning. You may have killed you battery by not doing this in the first place.
Contact your carrier, then will unlock your phone to be used on the network. You would probably have to give some number that is associated with the phones radio signal, which they will tell you. There are some numbers behind the battery (which is behind the back cover), and in start>settings> system> device information.
