Try removing/disconnecting the hard drive and see if the BIOS boots up, if it does the HDD is causing the problem. Are you getting any beeping codes on start up, if so how many and hoe long in between?
The motherboard seems OK as it is displaying signs of life. The Monitor should display something before booting up, which it is not. Please do the following.
1. Remove the RAM and reinsert the DIMMs into their sockets and boot up.
2. Disconnect the HDD data cable from the HDD and the motherboard and reconnect. Boot up.
3. Disconnect the monitor and reconnect. Boot up.
At boot up press F2 and set the PC to default settings. Boot up. Later when you want to apply your settings, keep noting down what you did when. Just in case.
1) Remove ALL wires and then press and hold the power button in for approx 20 seconds
2) Plug everything back in and then rerty
This may sort the issue out however from what you are descrbing, if there is no boot or display it is highly likely the motherboard and/or the CPU is faulty
I would recommend that you book the PC into a reputable PC repair shop if the above does not work

what u may have done is wwhen u were installing the new board, gave a static shock to the system...that will cause only the fans to come on and nothing more...this is a bad problem bc u cannot fix it...if u figure out something else is wrong, and it gets fixed, let me know
- You may want to try to reseating all neccessary things on the system like optical drive, hdd, memory but before you do that disengage the power from the system like the ac and battery.
-If no..go try to remove the optical drive first and then turn the system on, then if the system boot without the optical drive shut it down and put back the optical drive and boot to bios and load the default setting and boot the system normally.
Chances are that until you solve the problem with the CPU fan, the system will not boot. Is the fan plugged in? Most CPU fans plug into a special connector (known as a "fan header") on the motherboard (the connector is often labeled "CPU FAN"); CHECK CAREFULLY to be certain that the fan is still plugged in properly...
If you can get the fan to work again, the system just might boot up and begin working again... if you can't get the fan working properly again, buy a suitable replacement; whatever else you do, do NOT try to run the computer without a working CPU fan.
Good luck; hope this helps you sort out the problem...
