You have to check electricity coming to the oven. It is 3 wire coming to the oven. Red, white and black. Between red and black you should have 240V. Between white and red - 120V, between white and black - 120V.
It sounds as if the oven element short circuited and tripped the oven circuit. You will need to reset the oven circuit breaker or rewire the fuse at the switchboard. If the oven indicator light comes on when you turn the oven on you will need to replace the faulty oven element.
Which plug you use depends more on the outlet in your house than the oven usually. If This is a new oven with digital controls, 4 is preferable (I've seen a digital dryer blow the boards because a 3-wire lost it's ground) but if the outlet is 3, you don't have much choice but to go with 3 unless you rewire the outlet back to the fuse/breaker box. As long as it's in good condition, 3 should work fine.
No. The whole combustion process relies on the fan motor drawing combustion products into the cavity and out the flue. Get the motor replaced or rewound.

Hi Thanks for using FixYa. F10 error in your Kenmore means temperature runaway. This issue is caused due to failed oven temperature sensor and/or the control board that has gone bad. To check what has gone bad you’ll need to take off the rear panel off the oven and test the sensor which is located behind this panel. If the reading is more then 1100ohms then it should be replaced, if the sensor tests fine then it is the control board that has gone bad and should be replaced. It could be but, the expense of replacing all the 3 phase controls would cost more than what it would be worth. Sell it and use the proceeds to purchase a single phase unit or if you are wanting to use it in a commercial building, see if you can have 3 phase installed by your electric provider.
Look at them closely. If they have an opvious connector, it should slide off. If they look soldered, you will have to see what the replacement looks like to determine how you have to replace it. If it needs soldered, you will need silver solder, a torch and silver solder flux or Boraxo, mixed with water to form a paste, to be used as flux.
