Check your incoming calls settings aren't set to block.

This indicates that you have voice mail waiting on your line (telco provided) or you may have voice mail provide by the unit. What you need to do is to call your voice mail box or use your voicemail button and listen to your messages. Maybe the problem is with the voice mail sent itself. Maybe it was recorded in a very low quality that's why what you receive was low sound and indistinguishable. Compare it with your other received voice mail, if all is like that then maybe there is something wrong with your messenger voice mail setting. If not, then the problem is probably the voice mail sent itself.

I don't believe it's a malfunction. See if your current phone company has a voice mail active for your phone. If that's the case then odds are your voice mail is picking up before your answering machine.

The short answer is no. The JX200 will work with an answering machine because it "listens in" when the answering machine picks up a call. It can't "listen in" to voice mail, because the voice mail is handled by your phone service.
