I used to have the same issue where LCD will display fuzzy horizontal lines and pictures taken during this time will have the same lines across the pictures. This is known problem with Canon Powershot model and Canon will replace the CCD sensor for FREE, even if the camera is old as long as the issue is related to faulty CCD. Call Canon technical support and let them know your powershot model and the issue.
Sounds like it could be cracked glass or a dirty lens. if its a cracked lens take it to a repair shop or buy new. if its a dirty lens whew! you saved some money just clean it off good luck please rate,

They will fix it free of charge if it is a CCD problem.
Older models in the 2003-2006 range.
