7 blinks indicates a bad buffer board, usually I replaced the Y board and the buffer/s about $500-600 in parts. but before you buy anything open the set and look at the power supply if you see two capacitors that look swollen , bulging on top they need to be changed and may solve the issue. the power supply is middle top . If you are not wanting to repair it yourself then know that you do have some circuit board repairs needed.
thanks
Eric

Philips dcr pixel plus no picture red light how to fix?

These blinks [flashes] are fault indication (Error Codes). From the number of blinks occur at one time switch ON, you can get an idea about the faulty circuit stage inside it. This will make repair easy. These are called blinking codes. Make sure about the exact number of blinking of the standby/power LED, by switching On & OFF the set, for at least two times. Count it carefully. If you wish to get some details, check the site linked here. It has details about blinking codes, and fault locating procedure, to many popular brand TVs and other devices. Viewing it in "Mosaic" or "Magazine" will make surf easy.

42 inch philips lcd no picture no sound

Sometime a no picture, no sound still has the power light or some other led blinking. The blinks might be an error code that will isolate the problem.

In general on LCD TVs with no picture, no sound, no blink code, the main power supply has failed. The capacitors weaken and when bad enough, damage the power supply.

If there is a blink code, the most, if not all of the power supply is OK and the blink code could point to the problem.

Philips 37PF9431D/37 No Picture

While I can't tell you what this particular code means I know from experience that power boards fail frequently commonly on those TVs. Do you hear a clicking of the power supply first on and then off after a few seconds?

There's a guy or a company on eBay that offers trade-in for faulty power supplys, you should check them out:
http://stores.shop.ebay.com/TechFetch

Search for 37'' Philips in the title or contact them to ask about it. Used to be $99 flat including return shipping.

NO PICTURE

7 blink error on that model is 8.6 volt error and generally caused by y main board. disconnect y main from power supply and if tv does not shut down and vs voltage comes up (test point on power supply) replace y main and both y upper and lower buffer boards as replacing one without other two could cause additional failures
