As far as I am aware the mouse you are talking about is NOT blue-tooth but a regular wireless mouse.

It came with a small wireless dongle that plugs into ANY regular usb port and does not need a cable.

Blue tooth does not usually use cables either as it is a wireless format but different to regular wireless

If your mouse is blue-tooth then you should ensure that your laptop or pc also has blue-tooth.

Should it not have blue-tooth then to use the mouse you would need to purchase a usb blue-tooth adapter. this is not a cable but is classified as a "dongle" you that's true !
This dongle plugs into any regular blue-tooth port on occasion windows will detect and install the required files but some blue-tooth dongles will come with a cd that you need to install.

Advent laptop computers are equipped with a touchpad and two buttons that service the function of an external mouse. The touchpad can be turned on or deactivated, depending on the user's preference. It's not difficult to either activate or deactivate it.

Power up the computer. Connect a plug-and-play computer mouse to a free USB port on the laptop. The mouse is just temporary to help you get the touchpad working again. Locate the touchpad icon, which is in the lower right-hand side of the screen. The icon will appear as a gray square or rectangle, with two rectangular buttons underneath. Use the mouse to double-click on the touchpad icon, opening a window on your laptop screen. Inside the touchpad window, click the option labeled "Enable Device". The Advent laptop keyboard has integrated mouse touch-pad functions that allow you to move the mouse around the screen with your fingers.
Function keys at the top of the board contain alternate ways to exit and enter software applications.

Function Keys
The Advent laptop keyboards function keys are "hot keys" that act as shortcuts to applications and functions on the computer. The function keys sometimes don't work and won't carry out the function assigned to the key. This problem is considered a hardware malfunction, and the solution is to replace the keyboard or use a universal serial bus (USB) keyboard for the laptop. b> Malfunctioning Keys b> Advent keyboards are made of thin plastic. Striking the keys too hard will cause the keys to break or stick awkwardly in the housing unit that supports the keyboard. When these keys get stuck in the housing unit, a pin tool can easily set the keys back on track. If there are too many keys that get stuck or broken, you can purchase a replacement Advent keyboard and have it installed. b> Mouse Problems b> The mouse is located at the bottom of the Advent keyboard but is connected to the keyboard data strip that sends information through the keyboard unit to move the mouse on the screen. If the mouse malfunctions, check the connector under the keyboard to see if it is loose. A loose connector can cause the mouse or other keys not to function on the laptop. b> Electrical Shortage b> An electrical shortage can cause an Advent keyboard not to work properly. A shortage is when the main board of the laptop is not getting the voltage needed to efficiently operate the computer. When this happens, certain devices underperform or become inoperable. Check to see if your power supply is extremely hot or if your system heats up around the keyboard. If so, replace the electrical adapter. b> Wire Damage From Keystrokes b> The wire that is responsible for the liquid crystal display (LCD) on the Advent laptop extends from under the middle of the keyboard to the LCD display unit. This wire is unprotected and can be damaged from striking the keys over the wire. When this happens, the display will not show the correct colors or the screen will go black. To eliminate this problem, purchase a keyboard cover that fits the keys to relieve the pressure between the keyboard and video cable. b> Keyboard Drivers b> Problems have been reported with upgrades from Windows Vista to Windows 7. Windows 7 will not recognize the system drivers that operate the Advent keyboard. To get the keyboard to work, you must load the old drivers in Windows 7 Safe mode, which is used anytime there is a hardware or software discrepancy. Advent keyboard drivers can be loaded from the original restore CD, which is included with the system at the time of purchase.

You can install blue tooth on any computer using a "Blue Tooth Dongle"...it is a small item that plugs into your usb port and makes your laptop blue tooth compatible.
Do a "google search" on Blue tooth dongle to find one on the net.

I bought a "mini wireless

First check to see if it is windows compatible and for which version. If windows vista is a comptabile version then you are good to go. For drivers, if windows does not reconize the hardware and cannot install it automatically then yes a driver is needed, normally in this kind of stuff like mouse and keyboard it usually plug and play and windows should easily reconize it unless it was built for mac.
For a wireless mouse, it should come with a usb thumb transmitter and the mouse itself. Under the mouse should be a button that you need to press in order for the computer to reconzie it. Turn on your computer with the usb thumb adapter (transmitter) plug in, then under the mouse or somewhere on the mouse, there should be a button, ( small button) press this button and then see if mouse work. If a manual was provided, please look it over. If mouse don't work, then you got a bad transmitter, and will need to return this to back to the store if it's still under return deadline

Blue tooth icon missing from system tray now Dell blue tooth mouse wont work

You need to connect a wired usb mouse first and try pairing the bluetooth mouse again with your system by going to the control panel and opening your bluetooth device manager. Click add a device and press the connect button underneath your mouse. System should be able to detect your mouse. If that failed, try replacing the batteries with fresh ones.

AS far as I am aware this model did not have blue-tooth just regular
Wi Fi

If you got a blue-tooth adapter with your mouse then plug that in to an available usb port on your laptop and then install the software that should have come with the mouse.

Yeah, I was kind of confused about this too. Apparently, on the base of the mouse, there is a red reset button. Press it, while simultaneously pressing the black reset button on the base of the USB-connected charger. The laser light should become steady after a moment, indicating that the mouse is in sync with the laptop. If the laser is blinking, however, then the mouse is attempting to become synced. You may have to press the reset button multiple times. Hope this helps.

How can I get an upgrade for my wireless mouse?

If your mouse manufacturer does not supply a driver for Vista you are pretty much out of luck for now. Vista is radically different from previous Windows operating systems and some hardware manufacturers are having a hard time adapting to it. If you have to have the mouse I would suggest you switch back to Windows XP till working drivers are released.
