Check skimmers baskets and filter pump baskets to make sure there is no flow obstructions. If the filter pressure is low when running normally it indicates there is a suction blockage which could just be a full leaf basket.
The first hint i would suggest is only turn selector in clockwise direction always.
not to insult but you must have pump off during selectiong.
Now, The ball valve sounds like it is out of alignment.
because of wear, from going back and forth not rotational.
you can check for alignment by checking to see if you have any flow coming out return nozzle into pool. There should be none during backwash.
pressing the handle down unlocks rotation, so if you are handy remove selector from top of filter, then check motion as you move selector. I have used o ring lubricant to lube parts in selector.
BEFORE DISSEMBLING NOTE POSITIONS OF BALL Inspect how the push down to rotate function.
If lubing is no help creating smooth rotation you may need to replace assembly.

Are you using the rinse setting for a few seconds following the backwash? If not, once you finish washing, stop the pump, change the valce to rinse, then run it about 3 to 5 seconds. Shut down then switch to filter and the particles should stop coming back to the pool.

sounds like the sand has clumped together inside filter. you can open filter and replace sand charge or dump into wheel barrow loosen sand and flush clean with hose and put back in

Check the pump suction filter? To backwash it, is to
open the backwash tank cleanout valve, to clear the dirt out. If this does not work, check the pipelines going to the backwash tank for clogged lines.
sand filters only have limited filtration. If the dirt is very fine such as dead algae, it will go right through the filter. Use a clarifier to help give the filter finer filtration. Do not vacuum until you can see what you are doing, then vacuum on 'waste'
