It's a long shot, but try going to Settings -- System -- Accessibility -- Services -- Talkback and make sure it's set to Off

Your network will show up. Sign in with your password. If you are successful it will show up as connected.

Can you descibe the problem a little more please , , but tey this first , turn the device off , and restart your wireless service , and try again ?

There is an option in Skype settings to turn on video. Check that it is on. IS the camera in your tablet working?

If the iPad will not reboot using the standard "Hard Reboot" (holding the power button and home button until the iPad restarts.) then I would advise restoring the iPad using iTunes which will set it back to factory settings.
