I'm sorry to hear you're having difficulty reclining your DC17. This sounds very unusual and we'd appreciate the opportunity to run though some quick checks with you to determine what's jamming it in position.

If everything is clean, check to see if the water also does not spray from the cleaning tool handle. Most likely your pump needs replacing. I have two of them and pumps go out a lot. To know for sure, fill both the soap and water resevoirs, turn it on, release the handle and lay the handle on the floor. Hold the flat side of a paper plate to the oval hole on the neck opening on the base of the unit located at the back-top, in front of the cleaning solution area. It should **** the paper plate. I just know from going through this for 9 years with two of them. Sears sells extended warrantees even if you didn't buy it there. It pays off in the long run. Beautiful machine. Really works!
My vacuum had this exact same problem, but was out of warranty because
it was remanufactured. Thankfully, it's a very quick, five-minute fix.
UNPLUG The Vacuum!
Remove the cannister.
Extend the handle and remove it.
Remove the two torx (T-15) screws behind the power button, where the handle normally stows.
There are four tabs holding the front plate containing the power button on; use your screwdriver to release them.
Gently pull the front plate off.
The switch on the right is the power button. Remove it,
try clicking it a few times; if it sticks, great, it should now stick when you press the power button. Replace it and
reassemble, otherwise you'll need to get a new switch.
You need to replace slider release not just the handle. Take off the screws holding the black plate under the removavle canister the you will be able to see the slide release.
I have the same problem. You will need to replace the handle release pedal, part number 8174899, $7.99 plus tax & shipping. Check with Sears Parts. It's a single screw that holds it in place.
Need a model number to be sure, but alot of the Sears cannisters have a relay and it is found mounted in the motor comparment, it may be sticking in the on position.
