I have installed a set of Vizia vz106-1l dimmer remote pair of switches can only get 1 switch to turn lights on and off. the other 3 way switch will not turn the light on or off. It is wired correctly what is the problem

Not familier with this model but yes sounds like its wired incorrectly, usually on a 2 way switch you will only have 1 live comming in, it will feed common in, the bottom 2 will connect too the bottom 2 on the other switch in opposite order then the common on the other switch will fed the light.

I have a dimmer switch installed and it wont work with the celing fan

Your question has two switches and 1 dimmer.
The fan switch works.
The light switch works.
The dimmer does not. What is the dimmer connected to?
Dimmers typically will not control fan speed unless they are rated to do that.
Do you have a 3-way switching where two switches control same light, and you installed the dimmer in place of 3-way switch?

DOES THIS DIMMER WORK WITH LED LIGHT BULB

It's not quite that simple..

According to the manual for your switch, it is stated "Use with magnetic low-voltage transformers, incandescent, or 120V halogen fixtures only." Also, there is a minimum load of 40W or 40VA. Your LED lamp load will need to satisfy BOTH of these requirements. Electronic circuits are not to be "dimmed" with this dimmer - but use of either the VZE04-1L (400W max) or VZE06-1L (600W max) is supported.

You will need to provide the manufacturer and model number of the LED lamp(s) to be dimmed by this switch. Or, you can use traditional dimmers (if desired) with LED lamps that are specifically labeled as "dimmable" on their packaging.

Once the lamp model is known it will be possible to learn about their dimability assuming that they are not cheap imports with no real customer support contacts. Name brand lamps will have this support, and you can even call them yourself and inquire directly about the suitability to task for the dimmer. The Leviton IP106 Illumatech dimmer switch must be installed at the switch location where the hot feed exists. From your description your hot feed is at the regular 3-way switch location. Swap locations.

Regular 3 way switch does not seem compatible with the Dimmer

you have the circuit mis-wired, the wire on the identified terminal( black screw or black wire on dimmer switch) is incorrect. Turn off power and swap one wire at a time to find the correct combination. The mistake could be at either switch so if the first does not help try the other.

I need to program a VRi06-1LX rf switch with a harmony remote

The VRi06-LX switch is in the Harmony database.  Log on to your account, select the Device tab and click on the Add Device button.  Select Home Automation/Light Controller from the drop down menu.  Then select Leviton and type in VRi06-LX for the model.  The next screen will show two models, select the VRi06-LX.  Go through the rest of the process to save the data and revise your programs if necessary.  The changes will not take effect until you update your remote.

3 pole dimmer not completely working

there is not way to know how the wires are run by the description.
it is possible to connct true 3-way switch, it will required additonal pair of wires to all 3 switches (meaning 3-14/3 wire).
so call 3-way switches is only two way. I have not seems a real 3-way switches.
