Yes it can. It can burn the house down if not corrected. That's why, there are laws controlling the installations.
The National Electric Code.

Trying to change plug from a 3pronge hookup to a 4.The dryer only has 3 wires to hook up extenstion plug has white, red, black, green ...what do i do

It is your responsibility
To contact a qualified electrical installer.
To be sure that the electrical connection is adequate and in
conformance with the National Electrical Code, ANSI/NFPA
70-latest edition and all local codes and ordinances.
The National Electric Code requires a 4-wire supply
connection for homes built after 1996, dryer circuits involved
in remodeling after 1996, and all mobile home installations.
A copy of the above code standards can be obtained from:
National Fire Protection Association, One Batterymarch Park,
Quincy, MA 02269.
To supply the required 3 or 4 wire, single phase, 120/240 volt,
60 Hz., AC only electrical supply (or 3 or 4 wire, 120/208 volt
electrical supply, if specified on the serial/rating plate) on a
separate 30-amp circuit, fused on both sides of the line. A
time-delay fuse or circuit breaker is recommended. Connect
to an individual branch circuit. Do not have a fuse in the
neutral or grounding circuit.
Do not use an extension cord.
If codes permit and a separate ground wire is used, it is
recommended that a qualified electrician determine that the
ground path is adequate.
Electrical Connection
To properly install your dryer, you must determine the type of
electrical connection you will be using and follow the instructions
provided for it here.
If local codes do not permit the connection of a neutral ground
wire to the neutral wire, see "Optional 3-wire connection"
section.
This dryer is manufactured ready to install with a 3-wire
electrical supply connection. The neutral ground wire is
permanently connected to the neutral conductor (white wire)
within the dryer. If the dryer is installed with a 4-wire electrical
supply connection, the neutral ground wire must be removed
from the external ground conductor screw (green screw), and
secured under the neutral terminal (center or white wire) of the
terminal block. When the neutral ground wire is secured under
the neutral terminal (center or white wire) of the terminal block,
the dryer cabinet is isolated from the neutral conductor.
A 4-wire power supply connection must be used when the
appliance is installed in a location where grounding through
the neutral conductor is prohibited. Grounding through the
neutral is prohibited for (1) new branch-circuit installations,
(2) mobile homes, (3) recreational vehicles, and (4) areas
where local codes prohibit grounding through the neutral
conductors.

New at welding jewelry. was given a puk 111. have not got the argon as yet. should the unit still produce an arc even without the gas? i have no arc at any of the settings. what am i missing. thanks.

Argon is an inert gas and in welding is used to produce a shield around the weld. It protects the work from impurities. The arch comes directly from amperage shorting to ground through the rod. The heat generated from this short melts the rod into the work. In short, the welder should work without the Argon and needs only Amperage in the rod and a good ground to create an arch. Double check the ground on the work. In this case, your Ring. Please rate this answer for me and feel free to write again. Thank You.

The motor in the Kenmore canister started smelling like wire burning and then made terrible noise. I ordered the exact replacement motor and swapped them. Installed the same way the original came out, ran...

Hi,

Actually there not supposed to burn up. I have read some reviews on that model Kenmore and it seems it is plagued by electrical problems.

I would definitely contact Sears customer service.

Sorry I couldn't be of more help.

I have a 1999 vw Golf Wolfsburg Ed. 4cyl. 2.0 It is the old body style. The car runs ok as long as it doesn't rain. When it rains car will start and idle fine but when you hit the gas it spudders no power...

You must have bad ignition wires. The high voltage electricity must be leaking out of the boot(s) and arching from the moist air surrounding the coil pack.
Use a spray bottle filled with tap water. Set the nozzle to mist and not stream, you want to have a misting effect. With the engine running, spray at the area of the spark plugs, wires and coil pack. Do this in a dark area so you can easily see if any arching is produced. Observe while spraying water if the engine starts to run rough. If it does you definitely have an electrical leak and need to repair or replace that part. Some people apply JB Weld epoxy to a cracked ignition coil pack housing, I would just replace the coil because it can cause misfiring of a cylinder and ruin your catalytic converter. For a 2.0 AEG engine it would cost about $70 for the part. If it were the ignition wires, they usually cost the same price.

Truck turns over but wont start.. just replaced starter but ran prior to the old starter breaking down

Check the fuses. You may have blown one if you arched(saw sparks) the starter wires during removal and instalation.

Electrical Arching in back of tv

Check the connection of the ground. Bad connection of ground usually create this problem.
Especially the ground connection between the crt board and the wire who surround the picture tube. Let me know what you will get after this.

Substandard carpet pad?

This had occurred in the past, and we had replaced the sump pumps and employed agencies, such as Serve Pro to insure that the carpeting and padding were appropriately treated and in the nine+ years we owned the home, this never caused any problem with either the carpet. As one would expect, the water wet the carpet and the padding. We immediately called Serve Pro, and as they have done for us before, pulled up the carpeting to expose the padding so that the extent of the dampness could be determined and set up high velocity fans. As the workers began to pull up the carpeting, which at this point had been installed for less than 6 months, large portions of the carpet literally disintegrated in their hands. In fact it occurred to such an extent that the workers commented they had never seen a carpet fall apart like this. I immediately contacted Empire Today and was transferred from person to person, until someone agreed to come to the house to inspect the carpet. During one such telephone call when I described the events with the sales representative, I was told they are independent contractors and we cannot be held responsible for what they tell you. Two representatives from Empire arrived, a man who said very little, and a woman who spoke broken English. I was admonished for not keeping all of the bits of carpet and I tried to explain that there wasn’t much to keep as it simply fell apart into fibers. Given that the three of us who reside in the home are asthmatics, I was leery of having wet fibers floating about. I was also advised by these representatives to make a claim on my homeowner’s policy. They surveyed the damage, and took with them all of the samples we had reserved. Despite repeated telephone calls to determine the status, I was unable to get an answer. After multiple attempts to contact someone, I was offered the opportunity to purchase the same carpeting again at cost. I declined that offer stating that the carpet was clearly substandard and I had no intention of putting it back in my home. Through counsel, I offered one of the options reflected on the Empire contract, “to pay 15% of the total to cover the labor”, and I added that I would still pay for the carpeting on the second floor staircase as it did not seem fair to keep and use a product without paying for it, and “cancel the contract”. We were repeatedly advised to make a claim on our homeowner’s, as if that would solve the problem of the substandard carpet. We repeatedly responded that in the state of Maryland, this type of water damage is not covered. Hence, that is not an option, and truly this is the result of bad workmanship and bad business, not an unforeseeable catastrophe such as a fire. Finally after repeated messages and correspondence, we received a letter dated June 5, 2007, wherein Empire states that Empire states that its warranty expires in September, but there is no offer to honor it and that the manufacturer’s will honor its limited product warranty provided I “produce evidence that the carpeting is defective”. Any such evidence was taken by the Empire representatives when they inspected the damage months ago. I have repeatedly made what I believe to be more than a fair offer. At this point I want the contract cancelled and all of the carpeting removed from my home. The sales person used deceptive sales practices in asserting the quality of the carpeting; Empire refuses to stand behind its own product, its sales representatives, and is only interested in getting as much money as possible out of people.
