You need to change the layout of your keyboard. "Regional Settings" in windows.
Check on http://en.wikipedia.org/wiki/Keyboard_layout what your layout is and configure the correct one in the operating system you are using

I updated my toshiba l300 pslgbe's bios from the 1.80 to the 2.2, now everytime i turn my laptop on, it shows a blue screen with an error. my laptop is now completely useless

AS YOU ON THE SYSTEM AND EVEN BEFORE WINDOWS STARTS KEEP PRESSING THE F8 KEY CONTINUEOUSLY. A MENU WILL APPEAR. SELECT SAFE MODE AND ENTER. WINDOWS WILL LOAD IN SAFE MODE. THIS WILL SOLVE SOME OF YOUR PROBLEMS. NOW RESTART THE SYSTEM IN NORMAL MODE.

IF THIS DOES NOT WORK SELECT "LOAD WINDOWS WITH LAST KNOWN GOOD CONFIGURATION " AND THEN RESTART. THIS WILL SURELY SORT OUT YOUR PROBLEM.

PLS REPLY OR COMMENT. THANKS

The keyboard is set up wrongly or the laptop isn't one set up for your country.
If you get " when typing @ try typing SHIFT and 2 for the @ symbol.

My toshiba laptop satellite pro L300 one number key 4 and ESC key n/w

You need a replacement keyboard. You can get one from ebay for about $25. Just search for "toshiba satellite pro L300 keyboard" without the quote.

I cannot @ type key in my toshiba satellite L300, instead '' will appear on the screen.

It appears that the keyboard layout of your laptop is set to as of UK. You can switch between the US and UK layouts quickly by pressing Alt and Shift keys together. Press the Alt and Shift keys again to switch back to previous layout.

Please rate this solution in case you find it helpful, if not let me know and I shall let you know how to change the layout permanently.

When typing along the keyboard qwertyuiop, the keys that have numbers will type numbers instead of letters, uio will type 456. If you hold the FN key in it will then type type letters, how do I correct this...

This means that NUM LOCK is set to on. All you have to do is to press the Fn key and then locate the NumLock key and press it. The num lock is usually also highlighted with the same color as the Fn key.

Please comment back if you still have issues. I will be glad to assist you further.
