Hi!
You have to select the mode of connection.. through blutooth or by usb data cable.
If by blutooth, you have to stable the pairing of the phone and the pc.. You also need to make sure that your phone has already the settings that your phone provider has sent you to access by phone.. If you can access the net from your phone then its ok to surf internet on your pc via phone as your model.
You also will need to set your phone as your modem.. how? go to control panel and select Phone and Modem, there set up the phone as modem.
If this things are done, then go with your pc suit again and try connecting.
If you are trying to connect via usb data cable.. you will need first to install the driver of your cable before you can start pairing your phone to your pc via pc suit.

This is very simple,
make sure that you have installed HTC Sync on your computer, and that
you have turned on your phone's data connection (such as 3G)
Mobile network sharing is enabled and the Mobile network sharing icon appears on the left side of the Notifications panel.
You can now access the Internet on your computer. While using your
phone as a modem, you will not be able to access the phone's storage
card or synchronize your phone.
