Its best to change on the hour.Stop your watch so that the second hand is pointing to 12.
Move the hands to the time i.e 10am then advance the minute hand 5 mins past the hour, then turn it back to 10am, when the time comes push set and your hands are set.
I think you might have not moved the minute hand forward 5 mins and back.
You can now set your digital time from your hands setting.
QUICKSTART - SET THE TIME 1. Push the bottom right hand button until the mode hand indicator points to TME. 2. Press and hold the upper left button for three seconds. The hour and minute hand will retract to the 12 O’clock position. 3. Select the time zone on the digital display by pressing the upper right button or the lower left button. 4. Pull the bottom right button out one click. The bottom part of the digital display will start flashing. Press the bottom left button to adjust for daylight saving time. 5. Press the upper right button. You will see the seconds flashing on the lower half of the digital display. Press the lower left button to reset the seconds to 00. 6. Press the upper right button. USING THE TIMER 1. Press the lower right button to move the mode hand indicator to TMR mode on the mode dial. 2. If the hour or minute hands are obscuring the digital display, press and hold the upper left button for three seconds. This will cause the hour and minute hand to retract to the 12 O’clock position. 3. Pull the lower right button out one click. You will see the minutes flashing in the digital display. Change the minutes by pressing the lower left button. Once you have set the minutes on the timer, push the lower right button back in. 4. Pressing the upper right button starts and stops the timer. 5. Press the lower left button when the timer is stopped to reset the timer to its initial preset time.
USING THE CHRONOGRAPH 1. To use the chronograph press the lower right button to move the mode indicator hand to CHR mode on the mode dial. 2. Press and hold the upper left button for three seconds. The hour and minute hand will retract to the 12 O’clock position. 3 .To start or stop the chronograph press the upper right button. If you press the lower left button it will display the split time for 10 seconds. 4. When the chronograph is stopped press the lower left button to reset back to zero.

For some reason you cannot find the manuals on the Bulova web site any longer. But don't worry....
I have the manual for the Bulova Marine Star 96C30 Watch. This is easily fixable.
Below, I have typed the instruction on how to fix this issue as well as reset the time and calendar and a few extra tips in case you forgot....
Here is what it says to do if the hands don't match up with the display time (usually happens after you change the battery).
First, you must locate the buttons on the watch.
The "A" button is at the 2 o'clock position (upper right).
The "B" button is at the 10 o'clock position (upper left)
The "C" button is at the 8 o'clock position (lower left)
The "M" (mode) button is at the 4 o'clock position (lower right), and is the only button you can pull out to set the times, calendar and programming.
To RESET the watch and do the ZERO POSITIONING after changing a battery or having a display error, do the following.
RESET
1. Pull the "M" button out to the setting position.
2. hold down the "A", "B", and "C" buttons simultaneously for 3 seconds, then release them. All digit segments will turn on and display completely.
ZERO POSITIONING
1. Press the "B" button and all the segments in the digital time will reset to zero, with "UTC" showing in the main digital window.
2. Zero the "UTC" minute and hour hand (located in 12 o'clock sub-dial) to the 24 o'clock maker (straight up). Button "A" will move the hands clockwise, and button "C" will move the hands counter clockwise.
3. Press button "B" - "HR" shows in the main digital window. Adjust the main (large) hour hand to the 12 o'clock (midnight) position using "A" and "C" buttons. At the same time, observe the synchronized 24 hour hand (small dial to the left of the main dial), to insure that it also moves to point to "24".
4. Press button "B". "MIN" shows in the display window. Adjust the large minute hand to also point to the 12 using the "A" and "C" buttons.
5. Push the "M" (mode) button back in to its normal position. The watch beeps and at the same time the hands jump slightly. ALL RESET and ZERO POSITIONING are now complete.
6. Reset the time, calendar and other modes.
To set the time.
Note that changing the time in any of the cities will automatically update the time for all the cities.
1. Press the "M" button to move the mode hand to (TME)
2. Press either the "A" or "C" button to move to the desired city.
3. Pull the "M" button out to the setting position.
4. Press the "A" button. SECONDS will blink. Set them with "C".
5. Press the "A" button again, and MINUTES will blink. Set them with the "C" button.
6. Press the "A" button again, and HOURS will blink. Set with the "C" button.
7. Press the "A" button again, and 12 or 24 hours tim format will appear.
8. Push in the "M" button to its normal position.
To set thecalender
1. push the "M" button to move the mode hand to (CAL)
2. Set the city using the "A" or "C" buttons.
3. Pull out the "M" button to the "setting" position. The numbers of the "month" starts to blink. this is an "american" date system with the month first, day second, and year third. Use "C" button to adjust the month.
4. Push the "A" button. The date (day) will flash. Adjust with the "C" button.
5. Push the "A" button. The YEAR flashes. Adjust with the "C" button.
6. Push the "M" button back in. The calender is simultaneously adjusted for all cities.
Couple of other "tips".
Switching the time on the digital display with the time shown on the hands:
1. Press the "M" button until the mode hand is in (TME) or (CAL) mode.
2. Pressing the "A" and "C" button together.
The time will switch the between the main hands (analog) and the digital display.
Temporary Hand Retraction
Pressing and holding the "B" button will move the hands out of the way of the display. Repressing the "B" button will put the hands back at the correct time.

Sometimes a watch will be off center due to shock, dead battery etc. Symptoms are; hands don’t line up, digital and analog time doesn’t match, Compass function doesn’t have the hands exactly opposite etc. This can all be fixed. The Synchronization function can be used:
1. Activate Crystal 2. Tap center until you are the unit’s screen (12h or 24h, F ft or C m). 3. Push and hold (at least five seconds) the center crown 4. Watch will beep and word (SYNCHRO) will appear in the display. 5. Use the top + button to line up the minute hand right on the 12. 6. Use the bottom – button to line up the hour hand right on the 12. 7. When finished, press crown and you will go back to time.
Hears how i do my watch, i have the same watch as you.Just make sure nothing is displayed on the clock face by turning the winder, ie NO digital time, NO daul time, NO alarm, NO stop watch etc, Pull out the winder(crown) and adjust the hands to the time you require by spinning the winder.(Gentley for mins and fast for hours) The digital clock will display wilst doing this, but not change the time.handy if you want to sync both clocks.Push the winder back in at the time to sync and the digital display will go out, then spin the winder again if you want to display the digital features. The analogue hands are not precisely synchronised with the digital time?
1. Press the lower right button to move the mode indicator hand to CHR. 2. Pull the lower right button out one click. The hour, minute and UTC hands will retract towards the straight up 12 O’clock position. You will see UTC on the top half of the digital display. 3. Press the upper right button to advance the hands to the straight up 24-hour position. Use the lower left button to go in reverse. 4. Press the upper left button. You will see HR on the top half of the digital display. Press the upper right button to advance the hour and 24-hour hand clockwise until they both point straight up at the 24-hour position. Use the lower left button to move the hand anti-clockwise. 5. Press the upper left button. You will see MIN on the top half of the digital display. Press the upper right button to advance the minute hand clockwise or the lower left button to move anti-clockwise until it is pointing straight up at the 12 O’clock position. 6. Push the lower right button back in one click. The watch malfunctions in some way and the above procedures do not work. 1. Press the lower right button until the mode indicator hand points to TME. 2. Pull the lower right button out one click. Press the other three buttons down simultaneously for three seconds and release. You will see 8’s on the digital display. 3. Press the upper left button. You will see UTC on the top half of the digital display. Press the upper right button to advance the hands of the top dial to the straight up 24-hour position. Use the lower left button to go in reverse. 4. Press the upper left button. You will see HR on the top half of the digital display. Press the upper right button to advance the hour and 24-hour hand clockwise until they both point straight up at the 24-hour position. Use the lower left button to move the hand anti-clockwise. 5. Press the upper left button. You will see MIN on the top half of the digital display. Press the upper right button to advance the minute hand clockwise or the lower left button to move anti-clockwise until it is pointing straight up at the 12 O’clock position. 6. Push the lower right button back in one click
It is possible to set the main analogue hour and minute hand 30 minutes out of phase with the digital readout, but doing so will also put the analogue UTC dial 30 minutes off. It can be done by using a variation of the proceedure for zeroing the watch hands as follows:
1. Rotate the crown in its normal opering position to set the watch in chronograph mode (mode dial pointing to "chr")
2. Pull out the crown to the second click. This should cause all the hands on the watch to return to zero. "HR" should appear on the left-hand digital display. This will allow you to move the hour hand by twisting the crown. Advance it to about half way between the 12 o'clock and 1 o'clock positions.
3. Press the top button. "MIN" should appear in the left-hand digital display. This allows you to adjust the minute hand. Twist the crown to advance it to the 6 o'clock, or 30 minute, position. Note that this will also move the minute hand on the small UTC dial to the 30 minute position.
4. Press the crown back into its normal position.
5. Reset the digital time and date according to a time zone that is in a one-hour offset from UTC.
This is not a perfect solution. Your digital readings will show the correct time for all one-hour offset time zones while your analogue nads are 30 minutes out of phase. Your small UTC dial will also be 30 minutes out of phase with the digital UTC.

This problem may be due to your analog hands being improperly zeroed. To find out, try this:
1. Put the watch in chronograph mode by rotating the crowon in its normal position to "chr"
2. Pull out the crown two clicks. This should cause all of the hands to point to zero. If you do this and your minute hand points to 1 o'clock, or five minutes, you will know that this is the problem.
If this is the problem, you can can correct it by zeroing the hands as follows:
1. Put the watch in chronograph mode by rotating the crowon in its normal position to "chr"
2. Pull out the crown two clicks. This should cause all of the hands to point to zero, or close to it. You should also notice the letters "HR" in the lefthand digital display. This allows you to move the hour hand by rotating the crown. If the hour hand is not pointing at 12 o'clock, rotate it so that it does.
3. Push the top button once. The letters "MIN" should appear in the lefthand digital display. This allows you to move the minute hand on the large dial, and the minute and hour hands on the small UTC dial. Rotate the crown so that the minute hand points directly to 12 o'clock.
4. Push the top button again. The letters "SEC" should appear in the lefthand digital display. Rotate the crown to point the second hand directly at 12 o'clock.
5. Push the crown back into its normal position. Set the digiatl time and date in your tie zone, and your analog hands should match the digital read-out.
If the zeroing of the hands is not the problem, I don't know what is wrong with the watch.
