Depends on what you are trying to do. To use the Nabi2 as an adult tablet, put it into mommy or daddy mode, then use the settings to have it run in parent mode as the default.
Other apps have parental controls, but I think you may be looking to have it turn on into parent mode.

There are many reasons why you could be prevented from accessing fb from your Tablet. One of which is the configurations. The settings on your Tablet could have been set to do that. If someone else did the configurations e.g. a parent configuring a child's laptop or Tablet, parental control settings allow parents to determine which applications can be accessed and which cannot.
