Notifications sounds from either external speaker or headphones, but never from the ear piece volume. Your question suggest that the external speaker is damage but it only works on external speaker. Try using a headphone or a bluetooth to make calls, if they work, then you need to fix the external speaker.
Here is what Ford says to do. You might want to check to make sure your account, phone and vehicle information is correct. If this does not work, then recommend contacting Ford customer service for additional assistance. Google maps is no longer available for Ford vehicles.

How Can I Send Directions to My Ford's SYNC Navigation System?
Keep your eyes on the road and connected to the world when you send your destination using MapQuest to your Ford Sync system. You must have an active Sync subscription and register your account on the Sync Owner Site to use this feature.
Map your destination*
Select Send, located in the upper right-hand corner of the map
From the drop down menu, click on Car
Select Sync
Enter your Sync Mobile Number and enter your destination name
Click Send
After receiving notification that the location was successfully sent, press the Voice button on your steering wheel and say "Services"
Say "Yes" when Sync asks if you'd like directions to destination you selected online
Once the route download is complete, the SYNC voice will provide the turn-by-turn instructions to your destination
Please Note: The Send to Car option is only visible after you have created your route. Only voice navigation will be enabled when sending route information to your Ford Sync system.
if other volumes work ie: music,songs etc then you might have to try and add a notification to them. depending on what phone you have you need to find,sounds,notifications,pick a sound,use for text/call. if theres no sound at all from music etc then your speaker has gone. when you receive a call click on loud speaker to see if that works.
Mapquest no longer offers that service. In the past you would pull up a destination route in mapquest and send it to sync or onstar, then when you got in your car it was already there. Mapquest discontinued that service about 3 or 4 years ago. There is no longer a pull down or icon to click. It's a shame as it was so handy.
MapQuest may have discontinued support for IE7. You may want to upgrade your browser to the latest version available or try a different browser such as Mozilla Firefox or Google Chrome.
If you feed the speakers a sub-audible tone, they will stay on and will not interfere with your notification tones. Use an online tone generator at <10Hz and make sure the system volume is turned all the way up. You may need to reduce the tone volume on the website to prevent pulsing of your notification tones.
Make sure that you have set your notification for ring in your phone settings. Most times there are two options one for your call ring and one for when you receive text messages. Make sure you have both set to ring. Also check to make sure that your phone's speaker is working. Try playing a sound off your memory, if it does not work than it is your speaker that is not working and your may need to get that replaced.
