SOURCE: touch pad is disabled and cannot enable it

There will be a function button on the keyboard to turn it on and off, look at all the f1 f2 etc keys and look for a mousepad symbol and press fn + that button.

How do I disabled the touch pad and only use an external mouse and the keyboard on the lap top?

You do not have to actually disable the touch pad on this laptop to use an "external" mouse. Just plug in your mouse and it will install the drivers if needed and viola, your good to go. If you insist on disabling your touch pad however, you can do that by double tapping the top left hand corner, when you do this correctly, a little orange light will show and the screen will show a notification the the touch pad is disabled. To enable the pad back on, just repeat the same step you used to disable, and the on screen notification will indicate the touch pad is enabled!

My Dell N4010 Laptop with Windows 7 software indicated a message of "touchpad disabled", and I can not manipulate the mouse.

You are confused. Your touch pad is disabled, but if you plug a mouse into the USB port, your PC will find it and install its software and you will be able to use the mouse To re-enable the touch pad, click on the Windows ball at lower left of desktop, Control Panel, Mouse, Touch Pad, Enable Touch Pad.

I use a hand held mouse. How do I disable the finger mouse

If by 'finger mouse' you mean the touch pad then yes you can enable or disable it as you wish.

For Acer Aspire models you need to press and hold the 'Fn' button and then press the 'F7' button (It has blue square on it with a hand over it).

Repeat the process to enable the touch pad.

Jumping letters on acer laptop when I type

You need to disable the touch pad while typing. During typing your palm can accidentally touch the touch pad causing the cursor to 'jump' randomly resulting in the problem.

You have not mentioned the model but on Acer laptops there's a key in the upper row with a 'pad and finger' figure on it. If the figure is in blue, press Fn together with the figure key to disable the touch pad and then again to enable it.

Also on this laptop you can hit Fn+F6 to enable or disable the touchpad as well there should be a touchpad disable button to the right of the power button that can be very easy to accidentally press.
