Try memory modules individually. See if any change.
Also post whether the Lock LEDs are solid or flashing

Dell latitude e4300 does locks in the windows xp screen and the lock-9 sign on F4 is turned on. what do I do?

try booting to the safe mode, or last known good configuration (F8 At boot)
if you can get to either then maybe try a system restore to a time when the system ran correctly.
You can also run diagnostics by holding the Fn key while pressing the power button on a cold boot

There is a lock 9 symbol above my f4 button on my latitude e4300 laptop and i would like to know what this means?

The lock 9 is for num lock.

Usually there is a 'Fn' button on the keyboard of a laptop. It has to be somewhere near the 'ctrl' 'windows' or 'alt' button on the left.

If you press and hold the 'Fn' key and then the numlock 9, you will toggle numlock on and off.

The 'Fn' of the key is normally written in another color. There are several buttons on the keyboard thet has a same color number or sign. To enable this signs and numbers, you have to press and hold the 'Fn' key and then the key with the desired number or sign.

Dell Latitude XT2 fails to start up.

I know this is an old post, but the LED code for CAPS lock on, F4 flashing, F5 on means memory issue. I had this issue, reseated the memory, and the issue was resolved.
