Either the cooling fan on the mother board, the case or the power supply is not functioning the system will not power on properly or will shut down quickly if the fans are not running. I would guess one of the system board fans are not working and if not replaced the system will not power on or let you into windows

Hi, and welcome to FixYa
The computer may display a prompt to press F1/F2 or any other key to enter setup each time the computer boots as a reminder on how to enter CMOS. However, if the computer asks to press F1/F2 (or another key) to enter setup and does not continue, this issue can be caused by any of the below possibilities.
1. New hardware has been recently installed.
2. Error or confliction with settings in CMOS.
3. CMOS battery is bad or failing.
Solution:
New hardware has been recently installed
If new hardware has been recently installed into the computer, it is likely that you are receiving the prompt "Press F1 or F2 to enter setup" because CMOS needs to verify that the new detected hardware is properly being setup in CMOS.

Error or confliction with settings in CMOS
If no new hardware has been added to the computer or the new hardware has been removed and you continue to receive the error, it is likely that there is an error or confliction with the CMOS. Press the key requested to enter setup and verify that all settings are correct. If everything appears to be correct try resetting the CMOS values to the defaults and/or Reset Configuration Data. Additional information about how to do this can be found on document CH000976.
If all settings appear to be correct, save changes and exit CMOS setup. If the error continues to appear, enter setup again and restore all CMOS values to default.
· See our CMOS page for additional help and information with the CMOS.
· Additional information about getting into the CMOS / BIOS setup can be found on document CH000192.
CMOS battery is bad or failing
If you continue to receive the prompt to enter setup each time the computer boots up and you have attempted to follow the above suggestions, it is also possible that the CMOS battery may be bad or failing. Generally; when this occurs, the computer is not holding the time or date correctly. If this is occurring it is recommended that the CMOS battery be replaced.

SOURCE: compaq presario v5000 keyboard error 0211

I think that possibly the keyboard isn't completely plugged in. Several things to try.

1] re-seat the keboard
2] swap keyboards with a 'known' good one [swa[ back is ok as well]

These 2actions should narrow done the issue, I have gotten replacement keyboards at re-sale for $3.00

Try resetting the bios. There should be a hole on the underside of the laptop with letters reading "RESET" in white text.

Stick a toothpick in there and hold it for a few seconds and then try booting up again

Disconnect the drive and try to boot to the BIOS (usually with F1, F2 or Delete key). If that doesn't work, try removing all cards from the computer (except a video card if the video port is not on the motherboard). If you can boot this way, try inserting back any removed cards to see what hangs it. Do you hear any beeps when the computer is booting (beep codes)?

Note book freezing after fan change

This is just an easy problem... what you'll have to do is follow this steps

Step 1: If you have manual of your computer it is better.. restart your notebook, press and hold the key to boot in BIOS setup... try pressing this key F1, F2, Delete or F8, because some laptop and notebooks have different method of going to BIOS.. you will know if it is BIOS Configuration because it has a BIOS Settings at the Title of the screen.. now go to Power Management or Power Monitoring.. you can find the Fan option there.. because you change the fan of your notebook, it detects that the Fan that you installed is not standard with the note book.. go to step 2.

Step 2: Now when you find the fan option try to set to ignore the fan RPM and The Voltage that is uses... if there is... then save your settings by pressing F10 key and wait for the notebook to start normally.. if the notebook won't start normally, then go to step 3.

Step 3: In this step you'll have to Start in Safe Mode.Restart your notebook, while booting press the F8 key then a boot menu will show in your screen.. if there is drive selection, choose the hard disk drive.. if none then proceed in selecting the Safe Mode menu.. wait until its done booting your windows in safe mode.. after have complete run in safe mode.. properly restart your notebook by going to Start>Turn Off Computer> Restart, and it will boot in windows normally...

Hope I Can Help
